SISPIARInformation Support System of Network PlanningGeneral conceptsThe SISPIAR (Sistema Informativo Supporto PIAnificazione Rete) system , in conjunction with the FEPS/TIRKS system (Facility Equipment Planning System/Trunks Integrated Records Keeping System)which supply planned network traffic data, has the purpose of support the activities related to the phase of flexible network planning that, by means of a comparison demands and availability of network resources, will provide the list of the interventions to execute in the years following 5. There are developed two branches of the SISPIAR/PSV planning development system (Piani di SViluppo): SISPIAR/PSV-RC and SISPIAR/PSV-RD.Their main funcionalities are similar, and they differ each other due to different kind of network to operate with:digital switching network (Rete Commutata) - SISPIAR/PSV-RC and data transmitting network (Rete Dati) - SISPIAR/PSV-RD. The product SISPIAR allows customers to require data from the netwotk data base in convinient manner through graphicalforms , to define a period of planning (up to 5 years) and to perform this planning accordingto some criteria. Also it can be produced a prediction of bottlenecks in analyzed communicationnet ( existing or projected) and additionally it can be performed some operator'sintervention into infrastructure and dimensions of the communication net to adjust and tuneresources of this net to improve its performance. The availability of forecasts of network changes executed accordingly the Plans of Structure and of adequate commercial forecasts, present an essential requirement for the process of network building. The forecasts must be formulate by the opprtune management functions for all the classes of circuits that use the Flexible Network: circuits for customers; circuits for other managers; "infrastructural" circuits (circuits used for support this telecommunication network); "social" circuits (circuits used for connections among Telecom Italy information systems). Moreover the forecasts should take into account all techniques types that could be transported, e.g. CDN (Comminication Data Network) of low rate, CDN of high rate, CDA basic band and voice band, CDF, circuits for accesses to the Itapac network, and other. The SISPIAR system transforms these forecasts in real demands of flows among network switching nodes , using Criterions and Addresses for the evolution of the Flexible Network and the Structures of anticipated Network, including the data related to occupation of the existing network and this in process of building. The data related to occupation of the existing network and this in process of building are provided by the FEPS/TIRKS system, while the regional management center system CGR (Centro di Gestione Regionale) provides the data relative to the busy 2Mb flows, intended to get the real trend of network. The FEPS/TIRKS system, gets the necessities of flows to 2Mb, is intended to define the interventions to be effected for realize the required transmissive connections, engineering and increments, reconfiguration or disconnection of network switching node type devices; sends to the CGR system the data necessary for the activation of the required flows and information relative to the state of devices and to the state of the flows in the SISPIAR. The evident result is that the SISPIAR system will contain the data relative to the state of the devices during the phases of planning and realization ("pending" state, "in effect " state ); moreover the information relative to the real occupation of flows on devices also goes from CGR.
